Quick question: why'd you roll two torpedo die for Axum? N7 and N8 are both in an adjacent sector, which should bring your range 1 attack value down to 1.

Quick question: why'd you roll two torpedo die for Axum? N7 and N8 are both in an adjacent sector, which should bring your range 1 attack value down to 1.
Because Nizam 7 and 8 were sunk during the Surface Step, and so were not present during the Sub step. So, they don't provide any sub suppression as they were not "there".
