Linder was a general without a direct naval command. Installations and defensive air are applicable but this one is probably worth further discussion. If a siuitable, Neutral tactical commander exists

I'd leave spanish and south american admirals out of the change discussion since theyre sort of self contained and ideally we'd want to do ABC or republican/,nationalist options respectively

Your installations gain 1 extra dice for AA and 1 die for the main battery. If you haven’t a main battery you installation gains a Main of 2 at range 0 and 1 at range 1.

Installation- deeper defences
This installation gains 1 extra armour and vital

In games where I have used fortifications the opposition ignore them.
How about a fleet SA like this
- installations count as fleet for destruction purposes.
All installations may offer an extra ranged by 1 square AA or Main once per game.

is this a better iteration of the this commander. Now can contest objectives, has an attack bonus and an additional function with a rounded fleet
