Currently commanders have been put on hiatus, however i did want to discuss the mechanics in the hope of finding a suitable template/guidelines as with hull/armour/gunnery ect so they are internally consistent. What i'm proposing is,
Commander name SA Commander: This unit is attached to a friendly ship in the deployment phase. If that ship is destroyed or removed from the map, this unit is removed from play.
SA Specialisation X : At the beginning of the game, for every X you control add 1 rearming marker to this commander. Once per phase, you may remove 1 rearming marker from this unit. If you do, a friendly X may reroll one one die of failure, or an enemy attacking X must reroll a die of success. If you do the X will suffer the condition of being crippled until the end of this turn but is not reduced to 1 hull point.(for ships) If you do the X will recieve 1 rearming marker in the air return phase. (For aircraft)
SA Flagship Specific.(bonus applied to only the unit commander is attached to)
Lt-Cdr T. P. Coode, RN SOLDIER - Commander Commander: This unit is attached to a friendly squadron in the deployment phase. If that squadromln is destroyed or removed from the map, this unit is removed from play.
UK Torpedo Bomber Specialisation: At the beginning of the game, for every U.K. Torpedo Bomber you control add 1 rearming marker to this commander. Once per phase, you may remove 1 rearming marker from this unit. If you do, a friendly U.K. Torpedo Bomber may reroll one one die of failure, or an enemy attacking U.K. Torpedo Bomber must reroll a die of success. If you do the U.K. Torpedo Bomber will recieve 1 rearming marker in the air return phase.
(New)Crippling Blow - If the squadron this unit is attached to damages an enemy ship roll a dice. On a 5+ that ship suffers -1 to speed for the rest of the game.
Lutjens would get a bonus for battleships and hos negative init ability, and hartmann would for subs and the attached unit the ability to ignore harassment.
So you want to introduce two new unit types (Soldier and Troop) as well as two new sub-types (Installation and Commander). I don't think this is a good idea in one set especially since one of those sub-types exist as its on type. Both would need explanation and/or FAQ entries explaining how they work and interact with other units.
Commanders as a type was the board at large's request. My biggest influence on this is to use a guidelines approach and not to have a heirachy of validity with anycards we create.
Batteries are wotc a promotional card. Commanders need to be adjustwd to fit that classification.

Stepping past the shore battery and focusing on commanders. Theres a window to tweak them between now and kicking off theplaytesting comp hopefully next week.
Some haven't had the benefit of feedback and i just put some words in so we had something to use.
I noticed an interaction that need consideration. Specific to the Commander SA. The secret breakout ability begins with a unit off the board. My mental shortjand was that it would mean that the commander is with the ship. But this contradicts commander which states its attached to a ship in the deployment phase

So the commander SA probably needs a slight rewording. Especially with the Rhiengbung Bismark + Lutjens possibilty
Revision to account for Secret Breakout and similar SAs
Commander: This unit is attached to a friendly ship at the beginning of the deployment phase. If that ship is destroyed or removed from the map, this unit is removed from play. When a ship is crippled, or otherwise not on the map,the commanders abilities can't be used.
