I'd just like to add that since her sister Sheffield already has Destroyer Hunter, maybe something with a similar historical basis but different in-game effect like Sustained Fire or Escort Killer might be in order. (Unless DD Killer and Destroyer Hunter aren't synonymous, I don't quite remember)
A lot of German Raider interceptions and looking at just the Town Class. Only HMS Belfast has Flagship 1. Looking at all cruisers in the game. HMS Hawkins, HMS Effingham, HMS Kent have F1. HMS Jamaica has Flotilla Leader
Sea Ablaze deck with HMS Manchester has Raider and Abandon Ship SA on it.
Yeah regarding the towns, this thread and the overall list thread have references to the discussions. Southampton being class leader and better known for being so, Manchester's overall chequered history plus a nod to the latter having a seas ablaze card (which I couldn't remember for certain).
Also just checking Southampton's still going to have a flag on it?
DD killers no problem, would have preferred a cruiser leading ability over destroyer leader but can live with it.

Instead of switching to the Southampton (which I'm not entirely opposed to), why not go with the HMS Gloucester and stay with the same subclass of Town Cruisers? We have the Southampton class already represented with the Sheffield, while the Gloucester class is not yet represented.
The Gloucester was referred to as the "Fighting G" and earned 5 battle stars in just one year.

Yeah, it was a case of the towns at Sparaventio. I'm surprised we've not had a second Town before now and Glasgow would probably have been the next logical in a straight vote. I'm happy with Southampton though and would prefer cruiser leader too, though this might come back to what flag it gets as well. Establish screen then would look better in that setting.
I do see Southampton as more representative and symbolic as a leader of cruisers over DD's and there is more of a gap for that.

A4 V9 H3 Cruiser Leader - While you control another Cruiser, you get +1 initiative Establish Screen - Choose one local or adjacent Cruiser or Destroyer. After both fleets are deployed, this unit and the chosen unit can move one sector
Same Abilities as the French Duquesne (12 pts), but with worse mains, seconds, better AA, better armor.
