The Bougainville Airstrip is on G16. The tactical map for that hex shows it on one of the small islands south of Bougainville, where there was a strip (however, the main airfield was on Bougainville itself, a bit too far north to fit on the map while providing actual space for a naval fight/bombardment) If you'd like to move aircraft to it, they can simply fly there during a turn (if it is within range).
I probably should've addressed both the Daihatsu's and PT boats in the rules, but I'll say for the sake of this turn that they won't count towards fuel so long as they are on Akitsu Maru, but will if they are just part of a group. There should be a rule for both Daihatsu's and PT boats that doesn't allow them to transit the open ocean on their own, for obvious reasons. Unless you (or any spectators) have ideas on how this should be done, I'll amend the rules to say this.
I also definitely should've addressed the number of troops on each island, but that shouldn't be too much of an issue for the next few turns.
I think I have everything correct. Purchase Units comes last in the phase, right?
I have one rough idea about how to move Daihatsus and PT boats across open waters. They can be transported as cargo by an Auxilary with a Vital Cargo or Landing SA. Each point of Vital Cargo or Landing is worth one hull point of Daihatsu or PT boat.
