I would say no sub hunter, but what if we gave it a similar ability that checked for island sectors instead of submarines, and dropped either Shore Support or Secret Cargo?
Hug the Coastline: At the end of the second player's Sea Movement step, you may place this unit in an adjacent sector that contains an island. If you do, it must exit that sector during the next Sea Movement step.
I would also be fine with the card as it is so far (Shore Support and Secret Cargo)

France is spoilt for movement SAs but u'd consider dropping shore support for coastal deployment, covers D-Day, is a unique thing for france and leverages base ASW without subhunter or positioning for secret cargo
Landing is less accurate than shore support but with greater utility.ie invasions. Its also a bit of a tongue in cheek reference to her running aground on d-day
Distant cover works for her convoy escort/anti-eboat work. You might get lucky and be able to use it like subhunter to take advantage of her asw suite, without making leopard pointless

Transferred to the free french navy in december 1942. La Combattante was utilized in escort and counter torpedo boat operation in the lead up to D-Day. As allied troops prepared to storm the beaches. La Combattantant briefly grounded while providing fire support. The nearby HMS signalling "I am happy that a French be the first to touch the ground of France".
