As a fleet bonus suggestion, New Ability - If you control four destroyers with a vital armour of 7 or less. Destroyers in your fleet have +1 armour versus bomb attack
I suggest Hec as a DD commander and Collins a Crusier commander. My take. Hec must be attached to a Destroyer. That destroyer gains the ability Destroyer Leader Fleet bonus “Hard over Hec” when I ship is hit by an aircraft on a 5+ that damage is ignored.
Destroyer leader sounds appropriate. I like the defense from bombing flair as well. Not too overpowering but some nice color. On a destroyer he won’t last long.
I would personally prefer not to make commanders dependant on any other unit. "Must be attached to classification"
Its something in the my experience, the teams have avoided. Its really more somethjng that youd expect for a scenario than a scratch game. It'd been my hope that we'd have a consistent and uniform layout for these caeds which informed the format of the opening post. Most of this was covered in the admirals discussions prior the holidays.
Specific to Hector Waller, i defenitely think his command of HMAS Perth in thr Dutch East Indies campaign warrants looking at.
While Collins was more senior, and commanded more ships. I couldnt see much actual action outside of the overwheming island hopping taskforces. That what the deciding factor. If a second tranche of commanders came along, nothing prevents a dedicated Cruiser collins and a cruiser/destroyer waller option.
Yeah, thats fine. Id rather not half do waller for collins sake.
Looking at your proposals, with the standardised format
Veteran Destroyer Flotilla: If this unit is attached to a destroyer. that ship has Flag 1. If a local or adjacent destroyers is damaged by a bomb attack. Roll a die, on a 5+ ignore that damage.
Defiant Attack: If you control a local of a friendly cruiser, the unit this commander is attached to, and the friendly cruiser move at the end of the movement phase.
Just over a week left on this card development period.
HMAS Stuart already has destroyer leader. Perhaps commanders should by default have a flag value? Saves explaination and adds value.
Considering this more here is my completed proposal for this unit
Hector Waller - Australia 1939 Flag 1
Commander: This unit is attached to a friendly ship in the deployment phase. If that ship is destroyed or removed from the map, this unit is removed from play.
Aggression: If this unit is attached to a Destroyer or Cruiser. All local cruiser or destroyers roll +1 die on thier first attack of the surface attack phase.
Veteran Destroyer Flotilla: Enemy bomb attacks are at -1 against friendly destroyers with vital of 7 or less.
Potshot: The unit this commander is attached to is immune to mines.
I would also prefer the evasion ability over the -1 on die, since that prevents all damage (and small dds have the most to lose from being crippled, since they usually don't have high stats in the first place). The restriction to a VA less than 7 seems good though (a flotilla of Legions near-immune to bombs is a trifle disconcerting...)
I agree give him flag1. I like the avoiding air attack on a 5+ reminds me of the Tobruk ferry service and how they ran the gauntlet against constant Stuka attack.
How about we give him the ability to transfer to a second DDafter his is destroyed as we all know DDS can sink quickly.

With regards to transferring flag between ships. That was suggested for kurita? As he actually did so, i'd be willing to add it here in place of potshot. 4 SAs is the upper limit in my opinion.
Question in this case, if he has Flag 1 would it combine with the existing flag unit of the cruiser he's attached to? No destroyers with a flag I know of so that's not an issue.
Only 1 flagged vessel counts under the existing rules, so he'd have to have some wording that it actually is combined.
