Maybe you should give a unit allotment instead of a points allotment. Like,
Bring a carrier and 2 aircraft
Not
You have 46 points for air units
The normal compression of the game is exacerbated by fewer choices. For example if you play with only one set’s units it’s nigh impossible to field a competitive non-swarm fleet with one nation (barring a few exceptions)
That seems good. I may make sets of fleet modules, based around proxying and points. I'll also be using Deck D and F units (not quite exclusively, but with an eye to include as many as possible). This game will also involve about 500 points worth of units, and since the players are not being restricted to countries they should have a lot more freedom of choice and get to play some big units alongside swarms.
One of the players (the submarine admiral) also requested special water spout rules for a token I made out of lego, so the campaign will also involve some Final Countdown-esque rules, though I am still working out exactly how those will work.

Thank you! All of them have shown the sorts of units they are interested in, so it should be fairly easy to work around that. The next battle is going to be in the neighbourhood of 700 points, so giving them each an OOB list should make that a little less of a headache for them and myself
