And that's cool if you're really focused on tournament style play. I like scenarios a lot and unique, interesting units have big appeal to me. Personally, I prefer historical units to hypothetical ones.
Not at all trying to say one way is better, just that we all have to accommodate one another as best we can. Again, not trying to be antagonistic or anything

I personally don't play competively, i dont enjoy it. I like playing games and history. My preferred playstyle is campaign scoped.
I think, for a casual gamer, a unit being playable, and playable in simple way, is more important than name recognition of an obscure ship. One that has to be represented by convuluted SAs and is too weak fight, to slow to run away.
Sounds like an installation to me. There is a proper place for a harbor installation here, and what you described isn’t much different from a lot of harbor installations.
I’ll second a remake of the Hornet for either Midway or Guadalcanal campaign. Agree the ship hardly gets used because of the B-25 SA. Historical but doesn’t fit game play very well.
Kashi/ hai Wei/ Kari for Japan/ manchukou. Momo class destroyer. The largest ship in the Manchuko navy (flag). Later was given back to Japan that renamed her as Kari and was sunk by US aircraft. New destroyer class( cheap fill in).

A royal naval tribal class destroyer would fit very nicely with the destroyer division
