For me the Sparv's were a little much, as were the Sunderlands.
I used to play a sort of campaign style game, mixing Axis and Allies 1941 and War at Sea, with the same unit restrictions. Of course, the only PBs I had were Betty's, an Airone, and a Ju-88, which was a little more moderated. (I also added Avengers and Fi-167s to fill in the gaps). I also gave units double hull points, which also made the actions more feisty.

Agreed that the air support probably rained this game. I’d go again with just cruisers and destroyers - no air?
Alternatively, we could do a campaign style with 100 points in 1941, adding 100 points of stuff each year and anything that survives each round gets to stick around?
