Do you have the starter (second one) for the game? It includes a basic starter fleet for the US and Japan.

No, unfortunately I don't have the new starter. Just the starter goes for 50 dollars. That's a little demoralizing. I was hoping to maybe find an instruction manual that I can get for cheap and then maybe using a sturdier blue map with squares or hexes and then islands. So with current prices, it looks like it'll take at least a few hundred dollars to create two decent fleets?
