So I'm working on a card that I've been interested in since this deck started, the armored cruiser USS Seattle (formerly USS Washington). I've got her base stats down, and she's got Slow-2 and Flag-1. The question is, which "flavor" SA should I put on her?
1.) Evade Torpedoes, as a nod to her WW I actions in avoiding U-boat torps. 2.) Inactivity, to reflect her actual use as a receiving ship during WW II 3.) Guard Ship, to reflect a possible use of her during WW II.
Inactivity makes it unplayable, Evade torpedoes could be Useful at stoping LL from Killing her on contact. However i think She could be Useful as A Guard Ship, change the Early war USN Staratagy up hopefully.

Just like to point out, I don't think Inactivity makes her unplayable. Inactivity - This unit gets -1 on each attack die when making its first Main Gunnery attack of the game.
I look forward to seeing an American armored cruiser in the game. If it is any help, during the dev process for deck 5 it was decided not to use WWI actions as the basis for an SA, even when there is no specific WWII action to go off of. I disagreed with it but if you want this to be in line with the sea gods decks you should know its been discussed in the past.
Inactivity may be the most "historically accurate during the War", yet it's the most worthless of the bunch. I am not in favor. Guard Ship however, has some exciting potential. It got my vote.

To add some context, there was also concern about adding too much sauce to a unit that had a niche already.
