The question has to be asked. Should a frogman attack on a ship on harbour be represented in a high seas tactical game any other way? (Than a bookmark SA)

Would it be possible to incorporate something about being adjacent to land (Islands/Coasts) into the ability. Something that would be a nod to the historical use. Something that would say simulate the frogmen or target being in shallower water or at least in sight of land. Or even Scire being allowed to move into a land sector to use its ability on say squares adjacent? Or would this be breaking bad. I've always thought subs should maybe have been allowed into land squares anyway as they did historically on covert ops etc.
I know anything like this would be relying on land on the board but it maybe doesn't have to be the full scope of the ability. Possibly just something that would be an add on to some sort of basic ability, without making any initial ability too strong.
Commando Raid- After deployment, you may select a enemy ship that this unit has line of sight to. Roll a die,on 4+ that unit suffers the effects of being crippled until the end of the first turn. The unit is not reduced to 1 hull point
Obviously pair this with infiltrator. I think that would work well. Big help for AA purposes (and vital armor) and would mess up plans--like getting that slow roll at the wrong time.
Anything that allows significant direct damage is too powerful.
