I think we ought to think about sighting rules, especially at night or foul weather for spotting and shooting at Torpedo Boats/PT Boats. I was a Radar operator when I was in the Navy. Seeing a wooden boat is dam hard on radar since there is no radar return, image fiberglass boats which is harder. That being said there was no really good WWII radar on naval units and all navies used the Mark One eye-ball so spotting something really small at night is near impossible. Read the historical actions of Torpedo Boats in the Pacific.
My proposal is that each unit shooting at Torpedo Boat day or night needs to make a spotting roll. At Range 3 (20,000 yards or 10 miles) you need a 6, at Range 2 (15,000 yards or 7+ miles) you need a 5+, at Range 1 (10,000 yards or 5 miles) you need a 4+, and at Range 0 you need a 3+. Also since each Range sector is 5,000 yards, primary guns on CL, CA, BC, BB should not be able to shoot at Torpedo Boats in the same sector as the shooter have a problem of deflecting their main guns low enough to hit a small target at point blank range. That is what secondary and tertiary guns are for.
I think the above rules will make Torpedo Boats a little more playable and more of a threat. Now they are mainly a joke. Let me know what you think.

As a huge fan of the PT, MTB and especially the S-boats, I endorse this proposal. They are a fun piece to play, when they get a sporting chance at survival.

I agree this sounds great, I've been trying to come up with sighting rules and this seems like a great spot to start. What's your thoughts on spotting mines and subs?
WWII mines are still occasionally found drifting around today... During daylight they look like seaweed covered garbage, do you investigate or sail on buy... At night they will be impossible to see... take your chances and sail through a choke point.
In the lead-up to the cancelled invasion of the home islands of Japan in World War II, the U.S. Navy dumped close to 25,000 mines in the water as part of 1945’s Operation Starvation. Hundreds remained in the water long afterwards were still around decades later, still dangerous.
They used to use AA weapons against MTBs so I would restrict BBS to 3rds (or the lowest gun line) and AA, cruisers to 2nds and AA and DDs to MG and AA. MYbe even MTBs to MG and AA?
But what is the odds of NOT rolling a 6 with a hand full of dice?
About the same than those MTB's had surviving an attack by big guns for a full 10 minutes while within range. Remember, one roll of the dice does NOT represent one broadside. It's 10 minutes of firing and correcting while someone is at range to easily do so.

Been playing them with high speed evasion against all attacks as I felt they were wide open to aircraft attack especially but looking to try and nail a good rule set for these.
