This is where I would like to do "development" of the cards for the Enhancements deck. Enhancements fall into two categories - local (single unit) and global (multi-unit/player).
Local Enhancements should add 1 SA to a unit that is reflective of either equipment possible or crew skill and training. These Enhancements are permanent SA's and for the most part should not reflect OPG use (mine-laying is a quick exception I can think of). Most enhancements should be "gray" allowable for use by either Axis or Allied ships, but certain enhancements can be made that are either red or blue, or even based on the nationality of the unit being enhanced. Also, we will attempt to avoid any ambiguities between the Enhancement name and any existing SA's. Local Enhancements can also come specific to unit type, or open-ended and able to apply to all ships.
Global Enhancements I think can come from either Squadron Bonuses (name can be changed) or Admiral cards and I think there is tremendous benefit to both. However, I also think there should be less of these cards (though not necessarily in the long run) because they carry a higher level of complexity because of it. I also feel this is where more of the play-testing would need to occur.
I am using a 72 card line as the limit for the first trial and just based on the possibilities I think we could EASILY hit that.
I would like to reserve the last 8 cards for Global Enhancements (probably 4 Admirals and 4 Squadrons).
There are 12 unit types, though the Enhancements will definitely not need to be evenly distributed among the 12, and perhaps some may not receive enhancements this first go around: DD, Cruiser, BB, CV, Aux, Sub, MTB, Installation, Fighter, PB, DB, TB.
