The bomb used for the Dam Buster raids was originally developed for taking out ships (specifically tirpitz) and practice runs were made against targets at sea. They actually punched a hole in Malaya's hull with a dummy bomb.
After the success of Chastise, RAFCC continued practicing against ships with the eventual plan to outfit a squadron but the lancs kept being diverted to regular inland bombing runs.
They also frequently performed low level bombing runs on coastal fortifications. Lancs often flew to target at tree top level before climbing, depending on the type of ordinance carried.
As for laying mines, that was the first operation the design performed and continued throughout the war

I recently discovered Hs 129, a german tank killer quite successful in its role. THere is no record of it being used against shipping, but that "fantasy" role could be used, considering we have IL-2M, which was originally filling the same role. Hs129 would be lighter on bombs, but some versions include a 75mm gun that make it a damn good strafer, wich acceptable survivability due to heavy shielding.

IL-2 were issue to the Soviet Naval airforce. Thats why its in the game. Its not meant to represent the tankbuster element of that units history
